AWS Solution Provider vs Reseller: what is the difference?

The simplest distinction is that AWS Solution Provider is a formal AWS program designation, while AWS reseller describes the commercial activity of reselling AWS services.

A qualified AWS Partner can join the Solution Provider Program and act as a reseller. AWS also operates other channel programs, including distribution, so AWS resale is not limited to a single partner model.

What happens to your AWS account and billing?
